It's definitely available in the area, and ABQ licensing only requires one shot every three years. Someone once told me that the one-year and three-year shots are actually the same amount of medicine, though I can't vouch for the accuracy. Maybe ask your vet about the option? IF s/he asks why, say you're concerned about injection site sarcoma.
