Level 3 is Critical Care; they can do everything level twos can do, plus administer more drugs. They also possess a few more skills.
Level 4 is Paramedic; can administer all drugs, possesses all skills, and can do pediatrics. The pediatrics is the big difference between level 3 and level 4.
